The Information and Communication Technology (ICT) Directorate is a key technical arm of the Malawi Electoral Commission (MEC), responsible for driving the Commission’s digital transformation and ensuring the seamless integration of technology in electoral management and corporate operations.
Established to enhance efficiency, transparency, and accuracy in electoral processes, the Directorate provides leadership in the planning, deployment, and maintenance of ICT systems across all MEC structures. It plays a central role in supporting both administrative and electoral functions through innovative, secure, and reliable technology solutions.
The Directorate is headed by the Director of ICT, supported by a team of professionals including the ICT Manager, Senior Systems Analyst, Developers, Network Administrators, Database Administrators, and Data Entry Clerks, among others. This multidisciplinary team works collaboratively to ensure that ICT infrastructure and systems are always operational, secure, and responsive to the Commission’s dynamic needs.

The ICT Directorate is structured into three main functional units to ensure focused service delivery and effective management of technical operations:
This section manages and maintains all ICT infrastructure, ensuring reliable connectivity and system security. Its functions include network design, configuration, maintenance, and monitoring; implementing and enforcing cybersecurity measures; troubleshooting and end-user support; backup and disaster recovery planning; and training users on best practices in ICT usage and data protection.
Responsible for in-house development and customization of computer systems and software applications, this unit ensures that MEC’s digital platforms are tailored to its unique operational needs. Key activities include gathering user requirements, designing prototypes, writing and testing code, debugging systems, maintaining version control, and optimizing performance to ensure seamless functionality of MEC applications.
This section safeguards and manages the Commission’s data assets, especially those related to voter registration. Its responsibilities cover database design and implementation, data security and privacy, backup and recovery, performance optimization, and adherence to data management standards. It also oversees the Geographic Information System (GIS), which is vital for mapping electoral boundaries, wards, and registration centres, and for producing accurate and up-to-date electoral maps and analytical reports.

Adoption of Electoral Technology
MEC has embraced modern Electoral Technology solutions to strengthen electoral credibility. These include the Electronic Biometric Voter Registration (EBVR) system and the use of Election Management Devices (EMDs) for various field operations. The EMDs facilitate accurate data capture, transmission, and verification processes, even in remote areas — with innovations such as power-bank charging enabling uninterrupted field operations.
All field data is consolidated at the Data Centre at MEC Headquarters, where it is processed and stored securely. To maintain efficiency and system integrity, the Commission has replaced the aging data center equipment.
