The Procurement and Disposal of Assets Department is one of the key support functions within the structure of the Malawi Electoral Commission (MEC). It plays a central role in ensuring that the Commission acquires goods, works, and services necessary to effectively carry out its constitutional and operational mandate. As an integral part of the Commission’s administrative machinery, the Department guarantees that every procurement process is handled in a transparent, fair, and accountable manner that upholds public trust and confidence in MEC’s operations.

 

The Department is responsible for the formulation, implementation, monitoring, and evaluation of procurement strategies, systems, and procedures. These frameworks are designed to promote transparency, efficiency, fairness, accountability, open competition, and non-discrimination, while leveraging modern information and communication technology to improve procurement outcomes. The ultimate goal of the Department is to achieve value for money, ensuring that every kwacha spent contributes effectively to the delivery of credible and cost-efficient elections and related activities.

 

A key defining principle of the Department is its strict compliance with the Public Procurement and Disposal of Assets Act (PPDA Act) and other public financial management laws. As a public institution, MEC is bound by these regulations, which are administered by the Public Procurement and Disposal of Assets Authority (PPDA). Adherence to this legal framework ensures that procurement activities are conducted with the highest standards of integrity and transparency, minimizing the risk of fraud, corruption, or mismanagement of public funds. The Department’s processes—from supplier identification to contract management and asset disposal—are thus anchored in the law and guided by best practices in public procurement.

 

Departmental Objectives

 

The Procurement and Disposal of Assets Department operates with the following strategic objectives:

 

  • Support operational requirements by ensuring that materials, goods, and services are acquired at the right price, in the right quantity, from the right source, and delivered at the right place and time to meet the Commission’s operational demands.

 

  • Manage the procurement process and supply chain effectively through consistent application of PPDA regulations, thereby enhancing accountability and promoting competitive sourcing.

 

  • Develop strategic partnerships with suppliers and internal departments to enhance collaboration, efficiency, and cost-effectiveness in service delivery.

 

  • Align procurement strategies with the broader institutional goals of MEC, ensuring that purchasing decisions complement the Commission’s mission of delivering credible and transparent elections.

 

  • Mitigate procurement-related risks through proactive planning, supplier performance monitoring, and continuous staff capacity development.

 

In addition to procurement, the Department also oversees the disposal of unserviceable or obsolete assets in compliance with public disposal procedures. This ensures proper asset management and contributes to the integrity of MEC’s financial and operational systems.

 

The Department provides secretarial support to the Internal Procurement and Disposal Committee (IPDC), which is mandated to review and approve all procurement requests. The IPDC also verifies the availability of funds for each procurement and ensures that every transaction aligns with approved budgets and institutional priorities.

 

The Department reports to the Deputy Chief Elections Officer (Finance and Administration) and is staffed by seven professionals: a Procurement Manager, a Senior Procurement Officer, a Procurement Officer, two Assistant Procurement Officers, and two Procurement Clerks. Together, this team works diligently to ensure that all procurement and asset disposal activities within MEC are efficient, lawful, and transparent, thereby reinforcing public confidence in the Commission’s stewardship of public resources.
