The Media and Public Relations Department serves as the public face and communication nerve centre of the Malawi Electoral Commission (MEC). Established as part of the Commission’s mandate to ensure transparency, accountability, and citizen participation in electoral processes, the department coordinates all internal and external communications, manages media relations, and promotes a positive image of the Commission. Its central role is to bridge the information gap between the Commission and the public, ensuring that electoral messages are effectively disseminated, understood, and trusted.
Mandate and Core Purpose
The department’s overall mandate is to facilitate effective communication between the Commission and its various stakeholders—voters, political parties, the media, government institutions, development partners, and civil society organizations.
The department’s work is grounded in the principles of openness, accuracy, and responsiveness, reflecting MEC’s commitment to transparency and accountability. Through timely and factual communication, it helps to enhance public confidence in the electoral process and promote a culture of informed participation in democratic governance.
Key Functions
The Media and Public Relations Department performs a range of strategic and operational functions, which include:
Designing, implementing, and coordinating civic and voter education campaigns to ensure that the electorate is well-informed about the Commission’s activities, electoral timelines, voting procedures, and their rights and responsibilities.
Managing the Commission’s relationship with the media by organizing press briefings, issuing news releases, and providing accurate information to journalists. The department ensures that all official communication from the Commission is consistent, professional, and aligned with established protocols.
Promoting a positive and credible image of the Commission through proactive engagement with stakeholders. This involves monitoring public perceptions, addressing misinformation, and clarifying issues that may affect the integrity of the electoral process.
Developing and implementing communication strategies aligned with MEC’s Strategic Plan to ensure that all outreach and public messaging reinforce the Commission’s objectives.
Producing communication materials such as press statements, brochures, newsletters, election reports, documentaries, and digital content for the Commission’s website and social media platforms.
Leading the Commission’s communication response during crises or sensitive electoral periods, ensuring that accurate and consistent information is shared promptly to prevent misinformation and maintain public confidence.
Tracking media coverage on electoral issues, analyzing trends, and providing feedback to the Commission to inform policy and communication decisions.
Coordinating public events such as press conferences, election result announcements, stakeholder meetings, and ceremonial functions, ensuring that all are handled with professionalism and proper protocol.
The department is headed by the Director of Media and Public Relations, who reports directly to the Chief Elections Officer (CEO) and serves as the Commission’s spokesperson. Supporting staff include Communication Officers and temporary staff.
The team works closely with other departments—especially Electoral Services, Civic and Voter Education, Legal, ICT, and Research—to ensure consistent messaging and coordination of public information efforts.
Role in the MEC Strategic Plan (2023–2028)
In the current Strategic Plan, the Media and Public Relations Department contributes significantly under Pillar 3: Stakeholder Engagement and Public Trust. Its role is to promote transparency, enhance public understanding of electoral processes, and strengthen relationships with both state and non-state actors. The department’s initiatives are designed to foster inclusivity, credibility, and sustained engagement with citizens throughout the electoral cycle—not only during elections but also in inter-election periods.
